From p 439, 5.2.6.14 of APPENDIX 5:
A <<Resource>> capable of function.
Note that <<PhysicalAsset>> and <<OrganisationalResource>> (<<PostType>>, <<OrganisationType>>) are not considered to be <<FunctionalResource>>s.

At NAF 3.1 all resources can perform a function so the need for Functional Resource as a specialisation was removed.
