Introduction

The OV-3 subview is part of the DNDAF Operational View.

The Operational View-3 (OV-3): Operational Information Exchange Matrix details information exchanges and identifies who exchanges what information, with whom, and why the information is necessary.

Purpose

OV-3 details and describes the need to exchange information between operational nodes and external nodes (i.e., operational nodes that are not strictly within the scope of the architecture project but are important sources of information required by internal nodes or important destinations for information provided by internal nodes).

Background

It is critical to identify what information needs to be exchanged with whom from the Operational Node Connectivity Description (OV-2) needlines. The OV-3 enables management to determine the criticality and feasibility of satisfying the “Information Exchange Requirement” (IER).

Key aspects of the information exchanges can have significant or even critical importance and must be tracked as attributes in the OV-3 sub-view. For example, if the subject architecture concerns tactical battlefield targeting, then the timeliness of the enemy target information is a significant attribute of the information exchange.

Definition

OV-3 identifies information elements and relevant attributes of the information exchanges and associates them to the producing and consuming operational nodes (and associated activities) and OV-2 needlines.

Detailed Description

Information Exchange Requirements express the relationship across the three basic entities of an operational architecture (activities, operational nodes, and information flows) with a focus on specific aspects of the information flows. IERs define who needs the information, what the information is, where it comes from, why the information is needed, but not how the information exchange solution is implemented.

Each information exchange is associated with a needline. There may be many individual exchanges that collectively satisfy a single needline. Note also that each information element exchanged can be related to an operational activity from the Operational Process Model sub-view (OV-5b) that produces or consumes it. However, there may not be a one-to-one correlation between information exchanges listed in the matrix and the information inputs and outputs that connect activities in the corresponding OV-5b. Information inputs and outputs between activities performed at the same node (i.e., not associated with a need line on OV-2) will not show in OV-3. Information exchanges trace to the entities in a Logical Data Model (OV-7).
