Definition
From the DODAF metamodel (DM2):
A functionally, physically, and/or behaviorally related group of regularly interacting or interdependent elements.

Doesn’t really accord with the modern definition of a system e.g. a group of physically related and interdependent elements doesn’t sound much like a system or something that can exhibit emergent behaviour. It would also allow a system to be considered as the sum of a set of functions which isn’t correct (no emergence).
A Person and Materiel can be part of a System but not Organisation.
