Purpose

The Programme Portfolio Relationships Subview (NPV-1) details the relationships among projects within a major NATO programme, such as the Bi-SC AIS programme. It shows how projects are organisationally grouped to form a coherent acquisition programme. It summarizes the interdependencies among projects and the linkages between project phases. It is also used to identify the level of maturity to be achieved at each stage of a programme’s life-cycle

Description

The NPV-1 subview can be used to analyze acquisition structures that support multiple interdependent projects to help ensure they can be easily integrated and evolved together. The information provided by the subview can be used to determine the impact of either planned or unplanned programmatic changes, and highlight opportunities for optimization across the programme delivery. The subview may be used to expose plans and decisions across the full spectrum of a military capability, and not just the material aspect of the capability. For example, the NPV-1 can highlight a shortfall in training resources across a programme or group of projects that may require a concerted effort at the programme level to successfully deliver to the capability.
