From section 5.2.4.9, p 67 of APPENDIX 5:

A specific set of abilities defined by knowledge, skills and attitude.

Competence is defined as part of the NATO Operational View but the Role that requires it and the Function it is needed for are part of the NATO System View. Competence depends on knowing how something is to be implemented and therefore shouldn’t be part of the implementation-free NATO Operational View.
