Introduction
The OV-4b subview is part of the DNDAF Operational View.
The Operational View-4b (OV-4b): Organization to Role/Skill Matrix is critical to establishing a capability to understand what roles, associated skills and training are required to accomplish tasks. OV-4b provides management with the information to assess the capabilities of the personnel in terms of needed roles, skills and training.
Purpose
This view provides insight as to the set of roles, associated skills and training required to assume a certain position within an organizational unit.
Background
Assignment of personnel to perform certain tasks presumes that such personnel possess the necessary skills and training to successfully accomplish their assignments. The notion of role has explicit associations with the skills and training that enable personnel to be assigned to such a role. In effect, role presumes a “Statement of Qualifications” capability.
While the “Organizational Relationship Chart” (OV-4a) focuses on the grouping of roles and the relationships between organizations, the OV-4b focuses on individual roles.

Definition
OV-4b, the Organizational to Role/Skill/Training Matrix defines the skills and required capabilities of personnel that would be assigned to the associated organizational units or architecture project team.
Detailed Description
Human roles, whose skills are needed to perform the operational activities or business processes described in the Operational Process Model (OV-5b), are defined in OV-4b. The corresponding operational activities should be decomposed to a degree that allows them to be correlated to specific human roles within organizations. In addition, and specifically in the case of target architectures, human roles that do not reflect a specific supervisory reporting, command and control, or coordination organizational structure may be used in OV-4a. In this case, OV-4b may be specified using roles that represent the key personnel capabilities in the architecture.
It is essential the OV-4b be capable of establishing the capability (and perhaps performance expectations) requirements associated with a given role. Included in such a definition are the following entities:
- Role
- Role requirement
- Skill
- Training
- Role characteristics
Personnel roles, skills and training are important to depict in an OV-4b (for a current architecture), because they can illustrate fundamental human roles (e.g., who or what type of skill is needed to conduct operational activities) as well as management relationships (e.g., command structure or relationship to other key players).

Comments
This represents part of the solution - the “how to” - and therefore isn’t in keeping with the abstract or logical nature of the Operational View. This is a legacy from DODAF that affects MODAF and NAF as far as the OV-4 is concerned.
